HIIT conducts basic and applied research on information technology. It is a joint research institute of Aalto University and the University of Helsinki.

The Board [3], nominated by the universities, decides on its overall research strategy and research programmes. The Scientific Advisory Board [4] provides scientific guidance and criticism for the Board. The Director and the Programme Directors constitute the Steering Group [5] responsible for inter-programme coordination and planning. The Steering Group also accepts new research groups to HIIT.
Programme Directors lead research programmes [6]. Each programme has a Programme Management Group consisting of the senior researchers of the research groups contributing to the work. The Research Programme Manager facilitates the operation of the programme management group and coordinates the joint activities of the programme. A Programme Advisory Board (PAB), consisting of invited members from industry and academia, provides feedback on programme results and advises on their vision, mission, and key research lines.
HIIT's administration team provides administrative services. The IT department is responsible for the IT infrastructure and key services of the institute.
